MOM Workplace Safety Requirements

The Ministry of Manpower (MOM) mandates that all construction sites in Singapore maintain strict workplace safety and health standards. Under the Workplace Safety and Health Act (WSHA), ECOs play a critical role in ensuring compliance and preventing workplace accidents.

Key MOM regulations affecting ECOs include:

  • WSH (Construction) Regulations — Requirements for safety oversight on construction projects
  • WSH (Work-at-Height) Regulations — Mandatory training for work-at-height supervisors and workers
  • WSH (Confined Spaces) Regulations — Certification requirements for confined space entry operations

BCA ECO Registration Framework

The Building and Construction Authority (BCA) administers the Skills Construction Scheme (SCS) which registers qualified personnel as Engineering Construction Oversers (ECO). This framework ensures that only competent individuals oversee construction works, contributing to industry-wide safety standards.

The SDU requirement was introduced to ensure ECOs maintain current knowledge of safety practices, regulatory changes, and emerging hazards. By requiring 24 SDU points every 3 years, BCA ensures continuous professional development across the construction sector.

WSQ Accreditation Standards

Workforce Skills Qualifications (WSQ) is a national credential system that trains, develops, assesses, and certifies skills and competencies for the Singapore workforce. Only WSQ-accredited courses from Approved Training Organisations (ATOs) like SCAL Academy can award SDU points recognized by BCA for ECO renewal.

WSQ courses undergo rigorous quality assurance to ensure they meet industry standards and regulatory requirements. When you complete a WSQ course with SCAL Academy, your SDU points are automatically recorded and can be verified by BCA during your renewal application.
